『妥結前の日本参加否定 ＴＰＰで米高官』｜日本農業新聞3月29日
日本の環太平洋連携協定（ＴＰＰ）交渉参加について米政府高官が「（交渉参加９カ国で）進展中の交渉に参加することは許されないだろう」と述べたと、ワシントンにある民間非営利団体（ＮＰＯ）ナレッジ・エコロジー・インターナショナルが公表したことが28日分かった。事実なら、貿易ルールづくりに加わるという日本政府のＴＰＰ交渉参加の目的を果たせる可能性が極めて低いことになる。
オーストラリアで１日から開かれたＴＰＰ交渉会合後に行われた利害関係者向け説明会で、米国主席交渉官が発言したという。民主党の山岡達丸氏衆院議員が同党の経済連携プロジェクトチーム（ＰＴ）でこれを取り上げ、政府に事実の確認を求めた。
同ＮＰＯホームページによると、米主席交渉官は「（日本、カナダ、メキシコの）３カ国が（ＴＰＰの）条文を提案することも、自らの見解を反映することも非常に難しい問題で認められないだろう」と説明したという。

Weisel stated that these countries would not be permitted to participate in the negotiation of the text because the process was already too far along and it would be too difficult to allow new countries to propose text, make changes and go over their views on the text.
